We, the contributors and members of Primwiki, in solemn reflection upon the errors and misjudgments of the past, acknowledging the sectarianism and censorship that plagued the main-line Polcompball Wiki, and the burdens of its bureaucratic, restrictive, and externally dependent framework; and equally mindful of the collapse of Free Polcompball under centralized, autocratic rule and the pressures of external hostility, do now affirm the necessity of a renewed and principled foundation.

In pursuit of a just, participatory, and enduring community, we declare the imperative for the structured organization of authority and function, the meaningful inclusion of the community in the processes of governance, and the unwavering protection of the rights and freedoms of all users, irrespective of their origins or beliefs.

With this conviction, we establish this Constitution for Primwiki.

Article I — The Council of Primwiki
1. There shall be established a Council of Primwiki, comprised of two chambers: the Revolutionary Council and the People’s Council.
2. The Primwiki Council shall consist of six (6) permanent members and fourteen (14) elected members.
3. Elected seats shall be filled through community vote, conducted at regular intervals of approximately two (2) to three (3) months, depending on ongoing activities, logistical concerns, or other relevant circumstances.

Article II — Legislative Procedure and Administrative Authority
1. All administrative decisions and matters essential to the functioning of the wiki shall be resolved by the Council of Primwiki through one of the following methods:
a. A majority vote of the Council; or
b. The tacit consent of the Council, signified by the absence of objection or action from any councilor within a reasonable timeframe after a measure has been enacted by an administrator.
2. The definition of a reasonable timeframe shall be determined and codified by the Council.

Article III — Rights of Users
1. Every individual shall have the right to access and participate in the wiki, including but not limited to the creation of a user page and the editing of articles.
2. No user shall be denied these rights on the basis of political belief, national origin, or any other essential characteristic.

Article IV — Rules of Banishment and Appeal
1. A user may only be banned or otherwise excluded from the wiki on the basis of a violation of the established rules and regulations of Primwiki.
2. All banned users shall retain the right to a single retrial, to be conducted by a randomly selected moderator distinct from the original arbiter.

Article V — Aesthetic and Structural Decisions
1. Any major administrative changes concerning the aesthetics, layout, or visual structure of the wiki shall be subject to a community referendum if at least one-quarter (¼) of the Council determines the change to be significant.
2. The procedure and timing of referenda shall be set by internal Council protocol.

Article VI — Councilor Obligations and Discipline
1. Councilors shall cast their vote within twenty-four (24) hours of the commencement of any formal vote concerning a minor issue, and within forty-eight (48) hours for a major issue.
2. The distinction between major and minor issues shall be determined by Mizo, whose judgment in this regard shall be final.
3. Failure to vote shall be recorded as an abstention. A councilor may abstain in this manner no more than twice without consequence.
4. Upon the third instance of non-voting, a first strike shall be issued. 5. A fourth instance shall result in a second strike.
6. Upon a fifth failure to vote, the councilor shall either be removed from their position or granted a final opportunity to remain, at the discretion of Mizo.

Article VII — Resolution of Edit and Icon Conflicts
1. In the event of an edit war or icon dispute, the involved parties shall jointly select a councilor to act as mediator.
2. The decision of the mediator shall be binding and final.

Article VIII — User Content and Departure Rights
1. Should a user be banned, their user page and associated self-insert ideology page shall be preserved in their existing form and protected as an archived page.
2. The banned user shall retain the right to request deletion of said content, or to otherwise retrieve or manage it as they see fit.
3. These rights shall equally extend to users who voluntarily depart the wiki.

Thus, by this founding document, the administration of the Wiki is hereby established, and all councilors and users shall henceforth be bound by the rules herein, as well as by any future provisions lawfully enacted under the authority of this administration. Let it be declared that the longstanding divisions, sectarianism, and absence of freedom that afflicted prior iterations of similar communities have been resolved by the authority of this Constitution, which now serves as the final and enduring foundation of governance and unity.
